On May 8, the leaders of the USA, Great Britain and France announced victory over Germany, but the USSR did not agree and demanded the signing of an official act of unconditional surrender of Nazi Germany, since hostilities on the Soviet-German front were still ongoing.

The German side violated the signed Reims Act - German Chancellor Admiral Karl Doenitz gave the order to German troops on the Eastern Front to retreat to the west, and, if necessary, fight their way there.

Joseph Stalin stated that the act should be solemnly signed in Berlin.
