“In case of non-payment, carriers were subject to “additional” checks of cargo and accompanying documentation.

Such schemes flourished at Rivne, Kyiv and Odessa customs.
The perpetrators face up to 10 years in prison with confiscation of property.

Probably they didn’t share it with the security forces.
